An access report may be required for submission at different stages of the approval process.

In NSW, it is common for council to request a report from an access consultant for the development application (DA) submission for many types of commercial and multi-residential developments. In the ACT, a DA access report will specifically address the Access and Mobility General Code under the Territory Plan.

Access reports can then be prepared for the construction certificate (CC), complying development certificate (CDC), building approval (BA) and occupation certificate (OC). They are also requested to inform the design process or offer additional advice during construction.
